Water Woes Plague City of Hartford

Issues within the Hartford water department dominated most of the three and a half hour meeting on Monday evening, March 25.

The meeting was called to order at 6 p.m., with all members of the Hartford City Council present. Also present, Mayor Mary Radley and Recorder/Treasurer Judy Adair.

Public Works Director, Wendy Bryant presented the council with a slide show demonstrating the functions of their alert system designed for their waste water.

City employee Richard Galyen explained to the council the costs and necessity of replacing the old water meters throughout the city. Galyen stated that the city is loosing money through ineffective pricing and water loss because of those outdated meters.

Bryant added that they will be working throughout the remainder of the year to replace meters. Their goal is to have 80 percent of those replaced by the end of 2019.

Alderman Lanny Woodhull inquired about how the water meter rates could be adjusted to compensate for the loss. Galyen recommended adding a $3 maintenance fee and a .95 percent charge per the first 1,000 gallons of water. That same change would also be affixed to the sewer portion of the bill. After a lengthy discussion Woodhull said, “I don’t want to pay more, no one does. But our backs are against the wall on this.” He made the motion to put into effect the recommended charges on April 15. Alderman Norma Raye Morgan seconded the motion. The motion passed with four for the measure, including Woodhull, Morgan, Michael Fildes, Eddie Kazy; one against, Karen Griffin; and one abstaining, Danielle Woodard.

Mayor Radley said that she feels like the city is “a sinking boat, and that she is sticking her fingers in the holes trying to plug them.” She concluded, “we need to do something.”

Next, Radley suggested the council consider a raise for both Bryant and Galyen, who are currently making $12 and $9.25 per hour respectively. After going into executive session, Alderman Morgan made the motion to raise both Bryant and Galyen’s pay to $14 and $10.25 per hour. That motion passed unanimously.

In other items of business, the police department has received a new 2019 Dodge Ram 4×4 pickup truck. The council voted to keep one car outfitted as a spare in the event that one of the trucks are out of commission. The department now has two trucks and one patrol car.

Next, the council voted to remove all names from the city’s safe deposit box, and add Adair, Morgan, Radley and Fildes. Additionally, the council consented to the acquisition of a city credit card with a limit of $2,500.

Alderman Griffin asked the council to approve a new schedule for the exercise center and recreation room. The facility is located at the corner of Bolan and Broadway. The exercise center will now be open from 6-9 p.m. on Tuesday, Thursday, Friday, and Saturday. The recreation room hours are 6 -9 p.m. on Friday and Saturday.

Hartford resident Jeff Ward informed the council on the status of the community garden. Ward has spearheaded the project, and invites anyone who wants to get involved to come by the location at the intersection of McCloud and Hazel. He has received some cash, seed and plant donations.

Adair shared about the upcoming Easter Egg Hunt scheduled for Saturday, April 13 at 1 p.m. Anyone interested in helping with this event can contact 479-806-7204.

The council voted to move other items of business, including the amended budget for 2018, to a workshop meeting. With no other items of business, the meeting of the Hartford City Council was adjourned.

Tigers Move Past Bearcat Ballpark Blues

It was a tough away game for the Mansfield Tigers last night against the Booneville Bearcats. In this non-conference match-up, the Tigers played with everything they had never backing down no matter how hard it got. Mansfield took a 16-5 loss in this game but are looking to change all of that tonight.

The Bearcats were already up 11 runs by the second inning and the Tigers knew they had to do something. Digging deep down inside, the boys pulled together to deliver five runs in the third inning. Sealing those numbers with one run each was Layton Howard, Hunter Willsey, Cody Fudge, Zach Woolbright, and Nathan Brewer.

Bringing the fans to their feet with their hard-hitting capabilities was Nathan with two hits and Zach, Hunter, and Layton with one. There’s no dandelion picking for these Tigers while out in the field. With a total of 12 putouts were Cody with five, Isaac Cothran with three, Nathan with two, and Zach and Seth Fudge with one each. Combining for five assists were Layton, Hunter, Zach, and Tyler Watkins.

Mansfield was able to get five pitchers some game time during their fifth inning game. Pitching for the seniors were Hunter Willsey, Tyler Watkins, and Seth Fudge. Tyler threw 26 pitches to five batters striking out two. Hunter and Seth each fired 23 pitches to seven batters with Hunter striking out 1. Junior pitcher Layton Howard hurled 16 pitches to 5 batters and sophomore Hayden Henson launched 25 pitches to eight batters striking out two.

BUSINESSES LOST: The Kreme Kastle

Many may remember a hangout in Mansfield from long ago called the Kreme Kastle.  It was located on the corner of Highways 71 and 96 and was later the home of the Tiger Restaurant and Simple Simon’s Pizza.  The building was first built by Curtis Presson.  He and his wife Katherine Baum Presson ran a drive-in restaurant there for a short time before selling it to Katherine Johnson.

Katherine Johnson was a character.  She was a resident of Fort Smith and the sister to the late Harold Johnson and his wife Minnie of Mansfield.  She was short, a bit stocky and appeared tough as a boot but she loved to prank and have fun.  You might not ever think that she’d be in the food service business but it came natural to her.  It was a hangout for the local students who got to come to the Kreme Kastle for lunch on school days.  Katherine always put a lot of quarters in the jukebox so that the first person to come in was able to pick all the songs they liked for lunch.  Cheeseburgers were sold five for a dollar.  The ice cream tasted like homemade and they made the best malts, or so it seemed.  The parking lot was always filled with cars and had the atmosphere of the movie “American Graffiti.”

A local young man came to the drive-in with his brand new motorcycle one day.  He and his buddies were checking it out in the parking lot and Katherine stepped out to have a look too.  After they visited for a while, Katherine asked the guy if she could try it out.  He agreed and began to show her the brakes, gas, clutch and other things she needed to know.  Katherine got on the motorcycle and shot the gas to it, headed down Highway 71 toward Huntington.  The owner of the bike began to freak out!  He just put an old lady on his brand new bike and both were seemingly doomed!  Just about that time he heard the motorcycle coming back.  As it approached the restaurant, Katherine climbed up on the seat and stood up with her hands in the air and drove past them toward the football field!  She came back unharmed and the bike was in perfect condition.  What they didn’t know was that Katherine and her brother Harold were once known in the circus circuit for their motorcycle skills and tricks.  Everyone knew it now.

After the Kreme Kastle was sold by the Presson’s they bought the land on the opposite corner and built the Dixie Bell.  They were also the builders and owners of the Holiday Acres Drive-In in Fort Smith.  If you’ve been in those you will realize that the floor plans were the same or reversed.

Katherine sold the Kreme Kastle to the Roach family, I believe, and returned to Fort Smith, only coming back to visit with family and friends.  She was an amazing woman and made the Kreme Kastle a great memory for many young and old who enjoyed their time there.

Spinach Dip

Need a quick and easy side dish for a party or a new veggie dip? This recipe for Spinach Dip will make you want to eat the whole bowl! It’s super quick and easy and doesn’t break the bank account to make.

Ingredients:

  • 16oz. Sour Cream
  • 10oz. Frozen Box Of Spinach
  • 1 Cup of Mayonnaise
  • 1 Package of Knorr Vegetable Recipe Mix

Optional Ingredients:

  • A dash of Cayenne Pepper
  • 3 Green Onions (chopped)
  • 1 can of Water Chess Nuts (8oz.) drained and chopped

Directions:

First, you will need to unthaw the spinach. I usually leave mine overnight in the fridge, but you could just leave it out on the counter a couple of hours before you need to make your dip. Another option to unthaw the frozen spinach is to place the spinach on a microwavable plate with several paper towels and cook as directed on the package. Now, drain all the water off of the spinach. I use paper towels for this process. I form the spinach into a ball so I can squeeze the excess water and pat with paper towels. Once all the water is off of the spinach, you are ready to make your dip!

Next, mix the spinach, sour cream, mayo, and the package of Knor’s Dry Vegetable Recipe Mix. Last, add your dash of Cayenne Pepper for a little kick if you want! You can also add chopped onions and water chess nuts if you would like to add a little crunch to the dip. That’s it! You’re done! Now, place in the refrigerator to chill for about an hour before serving with crackers or veggies!

Enjoy!
