Sheriff Attends Mansfield City Council Meeting

The Mansfield City Council met in a regularly scheduled meeting on Thursday, December 19 at 6 p.m. Present were Aldermen Julie Thomas, Dave Johnson, Jan Carlton, Sheri Hopkins, Rick McDaniel and Beverly Lyons. Also present, Mayor Buddy Black and City Recorder/Treasurer Becky Walker.

After approving the November minutes and financials, the council heard the city services reports.

Public Works Director Joe Manes reported that things were going well within his department. Black shared that the city was in need of new water meters, and Manes had found a “good savings” on new meters. The council voted to approve that purchase.

Police Chief Wayne Robb reported that it was a busy month. He also presented a pay proposal for the officers within his department. The salaries will be under consideration as the council attends a study session on the 2020 budget on January 6 at 5 p.m.

“At 123 calls, that’s the most I’ve seen since I’ve been here…,” stated Robb. In total, Robb reported 20 agency assists, three in Scott County, and 17 in Sebastian County. Officers worked five accidents, 100 traffic stops and issued 62 warnings. The department also recovered stolen property, and made one DWI arrest. Lastly, the police department had a total of 17 hours of training for the month.

Next, Fire Chief Michael Smith reported that his department has responded to 12 fire calls and 19 EMS calls. Also, that they had purchased a new brush truck from Greenwood rural. On December 12, Smith and eight other firefighters underwent training at Northwest Scott for certification in CPR. Lastly, he reported that the department has participated in two parades. Smith informed the council that the department is still in need of four new pagers to equip new volunteers.

City Attorney Matt Ketcham was not present for the meeting.

In matters of new business, the council voted to go into executive session to discuss the hiring of a new employee for the recycle program. After reconvening, a motion was made to hire two part-time positions. The council unanimously approved Alderman Dave Johnson and Sue Chapman for those positions.

Next, Black stated that the city is going to have to make a change in the way water bills are being paid. “We have been paying a fee involved when people use a credit card or debit card, and the city has been paying that fee. It averages over $400 a month. Legally, we cannot pay that…so, we’re having to change the way we take money.” According to Black, the credit/debit machines will be removed from the water department, but customers can still pay by check, cash, over the phone, and the automatic withdrawals. More information and details will be forthcoming on the change.

Alderman McDaniel addressed the next item on the agenda by making a motion to increase the bad check fee to $30 for the city. That motion carried unanimously.

Sebastian County Sheriff Runion was next to address the council on the proposed fee to the city of $2,257 per year to pay for non-emergency services. He reviewed the list of non-emergency services that the fee will cover. “We are under a constitutional obligation to answer 9-1-1 emergency calls. We’re not talking about that,” stressed Runion.

Those non-emergency services include answering city phone lines, dispatching non-emergency calls, entering property in NCIC/ACIC, validating property in NCIC/ACIC, driver’s license and license plate queries and arrest warrant queries.

Runion explained the costs for queries, and the secured line it requires. Alderman Carlton responded, “we can do without some of these (referencing the answering of city phone lines, dispatching non-emergency calls, entering property in NCIC/ACIC, validating property in NCIC/ACIC.)…but the last one seems like your putting our officers in danger.” Runion responded that “this is where we get into the contention…I would not do anything on purpose that would put any officer in danger, I’ve been on both sides of it. But, I will say…at what point as a sheriff’s office, does our responsibility start and stop and where does the elected officials of the City of Mansfield and incorporated cities start and stop. We’ve always provided these services free of charge, always have, not required by any law but we’ve always done it…” Lastly, Carlton questioned the new cell phone 9-1-1 legislation that will provide some funding. “Why not hire one dispatcher, and charge us half until you see how much you’re gonna get. You may not have to charge us this full amount.” Runion responded that “we’ve gotten so far behind, that the reality is that I should have four dispatchers.” Runion went on to add that if, in the event they receive enough funds to pay for the additional services, that he has “no issue with going to the county judge and letting him know.”

Alderman Thomas added that she too feels the move puts their officers in danger. McDaniel asked about the responsibility of the Quorum Court, and the JP’s response to the request. Runion shared that the court approved the proposition for the cities to pay for non-emergency services. “So, they voted not to give you the funds,” questioned McDaniel. “But then they turn around and put $133,000.00 in a fund to study whether or not we need a new jail?” Runion responded that the court approved a part-time position for the dispatch center and that the money was allocated over a year ago for the jail. “It comes back to the JP’s wanting to put this money back and you say that it’s mandated they do that. Could they not take that $133,000 and hire two or three (dispatchers),” McDaniel inquired. Runion responded that there are two different pools of money, and that salaries and operational expenses are allocated differently. Carlton summed that citizens are going to be taxed twice if a resident has a land line and a cell phone. “Is there room for compromise, or is this set in stone,” asked Carlton. Runion responded, “from my point of view, I should have asked for four (dispatchers), so no.”

Aldermen McDaniel interjected asking about the 9-1-1 property tax fee, “it’s quite a bit.” Runion replied that he wasn’t sure exactly what all it went towards, but would get back to them with an answer.

March 1 is the deadline for cities to agree or decline the proposal from County Judge David Hudson and Runion. The council voted to table the matter, and Mayor Black informed Runion that they would have an answer at the next council meeting.

In the next item of business, Black shared with the council that he would be renewing the yearly contract for the Mansfield Senior Citizens Center. Then, he asked the council to review items in their packet which included surcharges and building permit fees. The council will hold another study session at a later date to discuss those items.

Before adjourning the council heard a public comment concerning Runion’s proposal and the city’s plan to increase water fees.

With no other items of business, the Mansfield City Council meeting was adjourned.

Natural State Beagle Club holds UKC State Hunt in Cedarville

Cedarville One-Stop was the meeting spot for the UKC State Hunt hosted by Natural State Beagle Club on Saturday and Sunday, December 14 and 15. One-Stop owners Richard and Pat Marion have graciously allowed the Natural State and Cedarville Beagle Clubs to use the store’s dining area as a gathering spot for club members preparing to run dogs on local private and public properties. The Marions have also donated bags of dog food for door prizes at the club hunts. The State Hunt had a great turnout with 24 open class and 4 champion class dogs on Saturday, and 15 open class and 4 champion class dogs on Sunday. Saturday’s Field Event honors went to:

Upcoming Weather Could Be Right for Fishing

After a cold front dropped temperatures into the 30s and lower in some places of Arkansas in the past week, the next few days and up through Christmas Day are predicted to inch up into spring-like conditions, and anyone up for fishing will be able to enjoy nice weather in the coming days on our lakes and streams.

Guppies and White Lightnings are working well for the bass, both smallmouth and largemouth. Hitting the slack water where it meets the current with a fast strip back is the ticket. Of course, trout are active there as well.

Quite a few more spots this week reported good to excellent crappie bites, from the Arkansas River around central Arkansas to a variety of lakes.

Also, this marks the last AGFC Fishing Report for 2019. We’ll take the next two Wednesdays off for the holidays and return with a Fishing Report on Jan. 8, 2020. In the meantime, if there are updates worth noting, we will still put them on the Fishing Report online at www.agfc.com.

Jr Tigers Bask In Buzzer Beater Glory

The Mansfield Jr High Tigers game against the Lincoln Wolves on Tuesday night left the Mansfield fans hoopin’ and hollerin’ and the Lincoln fans holding their heads asking what just happened. Well Jr Tiger, Clint Stovall, is what happened as he delivered a three-point bucket with one second left in the game leading Mansfield to high court victory.

The Jr High Tigers picked up a huge 36-33 conference win against the Wolves putting them 3-6 in total season play and 1-1 in conference. “I am super proud of our performance as we consistently scored in each frame,” expressed Coach Keith Stovall. “We were down 12-6 at the end of the first quarter but our team continued to work and slowly chipped away to be down only 18-16 at the half and down 27-26 at the end of the third quarter.”

In the fourth quarter finale with no more time outs, the Tigers were able to hold the Wolves to only six points while skating around Lincoln for the three-point victory. “I was very happy with our team’s play leading up to the win. We played solid defense forcing a bad shot and a rebound from Lincoln with 15 seconds left on the clock.”

Clint Stovall led the offensive charge with 14 points all coming from the second half of the game. He was followed by Tyler Turnipseed who netted nine points. Braxton Byers added five. Drew Elmore and Darton Hoopengarner each obtained three. And Austin Quinalty closed out the offense with two points.

“This group of young men is ahead of where we expected them to be at this point. We only returned one starter from last year’s team. After that, the rest of the team had zero experience in Jr High games. The current record is not an indication of this team’s capability. We have played six of our games in tournaments. The playing time is good for a team that lacks experience but in tournaments, you don’t get much time for preparation and this group of young men need that just as much as game experience.”

“Of those six losses, four of them we led and lost the lead late with the other two losses lopsided in the score column. We had good chances to win four of those games. Rebounding continues to be a positive for this group. Tonight we play Waldron. Waldron is an excellent team, that has virtually all starters back from last year’s really good team. We lost big to them in their tournament as we were unable to handle the relentless man pressure. If we can handle the pressure tonight this should be a really good ball game!” The “Battle of Scott County” game starts tonight with 7th grade at 4:30 p.m and Jr High to follow.

Cedarville 7th Grade Girls Enjoying Undefeated Season

The Cedarville 7th Grade Girls Basketball Team is coached by LA Cherry and is currently undefeated. The girls were coached by Erin Partain in 2nd through 4th grades and Partain received assistance from Sabra Odom during the girls 5th and 6th grade seasons. Odom says, “They have only lost 2 games since 3rd grade and both was against a good Alma team. Most of them have played together since 2nd grade. They have great teamwork.”

Chocolate or Spice? Everything Nice!

One of my favorite things to do is to make homemade hot chocolate, curl up with a blanket, toast my toes by the fire, and settle in for a Hallmark Christmas movie with my family! Hot chocolate is the best way to relax after all the hustle and bustle from the craziness of the holidays.

However, with the upcoming holidays, there are plenty of parties and festivities. The search is always on for the best festive treats to host at your Christmas party. If you like a little spice in your drink, Christmas Wassail is the best drink to serve!

Below I have listed the best recipes for Homemade Hot Chocolate as well as Christmas Wassail. You pick! Chocolate or Spice? Everything’s Nice!

Crockpot Hot Chocolate
Ingredients
6 Cups of Milk
1 ½ cups of Heavy Cream
1 can of Sweetened Condensed Milk (14 oz)
1 package of Milk Chocolate Chips (12 oz)
1 teaspoon of Vanilla

Directions
Place all ingredients in your crockpot and mix well. Cook on low for two hours, but make sure you stir frequently about every 10 minutes. Once all the chocolate chips are melted, turn your crockpot to warm. Top off your cup with mini marshmallows if you like! Enjoy!

Christmas Wassail
Ingredients:
2 quarts of Apple Cider
2 cups of Orange Juice
1 cup of Lemon Juice
5 cups of Pineapple Juice
1 ½ tsp of Whole Cloves
1 Cinnamon Stick
Sugar or Honey to taste

*I suggest a cup of sugar added but it also depends on the sweetness you prefer. Add sugar or honey slowly in and taste test as you go for your best judgement on sweetness!

*Also, one added bonus, your house will smell amazing while warming this up!

Directions
Place all ingredients in large pot or your crockpot. If using a pot, simmer for 30 minutes and remove cloves and cinnamon stick before serving. If using a crockpot, heat on low for 2 to 4 hours before serving.

The Browns to Celebrate 50 Years

Dr. Larry and Jeania Brown of Mansfield will be celebrating their 50th wedding anniversary, and are inviting their family and friends to join them!

The celebration will take place at Fellowship Baptist Church in Witcherville on Sunday, December 29. Everyone is welcome to join them for Bible study at 9:30 a.m. and the worship service at 10:30 a.m. The luncheon for the couple will begin at noon in the church gymnasium.

Jr Lady Tigers Keep Lincoln On Lockdown

Already nine games into the basketball season, the Mansfield Jr High Lady Tigers have taken seven of those teams to the cleaners with the Lincoln Lady Wolves being their latest victims. The first quarter ended with Mansfield down 12-17. But in true Lady Tiger fashion, the girls were only toying with the Lady Wolves. By halftime, the Lady Tigers were up 32-26 and they were able to hold tight to the lead ending with a final score of 54-50 Mansfield.

Putting the competition on skates was Natalie Allison as she led her team with 15 points. Alyson Edwards followed suit with 10 points while Harlie Fuller trailed with nine. Kynslee Ward and Seven Sanderson each brought in seven points. And Skylynn Harris snagged six. Qualified glass cleaners for the evening were Allison and Sanderson with six rebounds along with Harris and Ward with three apiece.

The Lady Tigers dished out a total of 19 dimes with Allison and Ward combining for 10 of those assists. And with more steals than Butch Cassidy was Harris and Allison with two each followed by Ward, Fuller, Edwards, and Sanderson each taking away one. Up next, its the “Battle for Scott County” as the Lady Tigers hit the road to Waldron on Thursday, December 19 to take on the Lady Bulldogs with the 7th grade starting first at 4:30 p.m.

Sr Hornets Get Bit By Wildcats

On Tuesday, December 17, the Hackett Sr High Hornets stayed home for their second conference game of the season. Hosting the Hector Wildcats, both Hornet teams were geared up and ready to make it rain in Block City. The Lady Hornets were up first hoping to set the tone for a winning night. Unfortunately, Hackett couldn’t get ahead of Hector’s backboard action. “We just couldn’t get the ball to go in,” explains Head Coach for the Lady Hornets, Broc Adams. “We have to keep working on shooting and being more confident.”

The Lady Hornets ended falling to the Lady Wildcats 28-35 putting them with a 2-6 season record and 0-2 in conference. Scoring some nice bucket action was Faith Thomas and Kayla Richardson with 10 points each. Thomas was also active around the rim with five rebounds while Richardson broke ankles with her three steals. Rain Vaughn got some court time earning four points. And Autum Neal and Shayla Foster netted two points apiece.

The Hornets saw the same fate as the girls as they also had problems getting the ball to the net. Hackett took a 31-42 loss against Hector setting them at 1-7 for the season and 0-2 in conference play. Hornet Head Coach, Kent Elmore stated. “We lost a tough one at home against Hector. The shooting confidence is not where we need it to be. Repetition is key to find the confidence we need to knock down open shots.” The Sr High Hornets will next take on the Mulberry Yellow Jackets on Thursday, December 19 starting at 6 p.m.

Waldron’s Bark Drowned Out By West Fork Roar

The Waldron Jr High Lady Bulldogs are having a rough go at their basketball season but its nothing they can’t overcome. One notable person missing is Head Coach Hannah Scantling who is away on maternity leave. So this has left a few other coaches to step in and carry the team. On Monday, December 16, the Lady Bulldogs went to war against the West Fork Lady Tigers and although they took a 20-44 loss, this was just a small bump in the road.

Katy Stringer was the big kahuna as she dominated with 11 points. Jasmine Nelson contributed four points to the total score. And Kaylee Redmon, Cherish Rhinehart, and Alicia Sher combined for the remaining five. The focus now for the Jr Lady Dogs is their upcoming “Battle For Scott County” in which they will host the Mansfield Lady Tigers in what is sure to be a night to remember. Games will start with 7th grade at 4:30 p.m. on Thursday, December 19.
