“AN ORDINANCE AUTHORIZING THE PURCHASE OF WATER PLANT EQUIPMENT, WAIVING THE BIDDING REQUIREMENT AND DECLARING AN EMERGENCY”
WHEREAS, the City Council hereby finds is necessary to purchase a water plant raw water pump hereafter referred to as “equipment”, for the purpose o f continuing to provide services and improving efficiency o f such service by increasing the quality of equipment used to provide such service.
WHEREAS, the requirements o f competitive bidding for the purchase o f the aforesaid goods should be waived in that it is not feasible or practical to bid such purchase because of the lengthy time spent to locate said equipment with the exact specifications desired by the City and the probability that such equipment would not be available for purchase if the City does not take prompt action to purchase the equipment.
NOW THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL FOR THE CITY OF PARIS, ARKANSAS: that the Mayor is authorized to purchase said equipment, raw water pump, for the City of Paris, Arkansas for the purpose stated above.
EMERGENCY CLAUSE. The PARIS WATERWORKS, GRAY ROCK WATER, GREASY VALLEY WATER, CENTRAL LOGAN WATER, EAST LOGAN, NORTH CARBON CITY WATER, RATCLIFF WATER, AND SCRANTON WATER is a public water system subject to regulation under the federal Safe Drinking Water Act. Those regulations require the notification of customers whenever a violation occurs, and is the basis for this notice.
The annual average of quarterly samples of the level of total trihalomethanes, a disinfection by-product, in the water exceeded the maximum contaminant level of 80 parts per billion for the period from October 2025 through December 2025. The average level in your water for site #328YD006 this period was 81 ppb.
The U.S. Environmental Protection Agency sets national standards for drinking water and has established the maximum level for Total Trihalomethanes at 80 micrograms per liter. Trihalomethanes are a group of by-product chemicals which are formed by the use of chlorine in the treatment of drinking water. Disinfectants, such as chlorine, react with naturally occurring organic and inorganic matter present in water to form chemicals called disinfection byproducts (DBPs). EPA has determined that a number of DBPs are a health concern at certain levels of exposure.
Some people who drink water containing trihalomethanes in excess of the MCL over many years may experience problems with their liver, kidneys, or central nervous system, and may have an increased risk of getting cancer. EPA has set standards to limit exposure to trihalomethanes, haloacetic acids, and other DBPs.
The Arkansas Department of Health has advised the water system that there is no immediate health risk from consuming the water. Failure to meet this requirement does not mean that the water is unsafe or that alternate sources of water should be used.
The water system has modified tank levels, implementing flushing program.

Logan County Quorum Court 4-13-2026
ORDINANCE NO. 2026-12
BE IT ENACTED BY THE QUORUM COURT, COUNTY OF LOGAN, STATE OF ARKANSAS, AN ORDINANCE ENTITLED: “AN ORDINANCE AMENDING ORDINANCE 2026-01, BY CREATING GRANT FUND 3576, LAW ENFORCEMENT STEP GRANT FUND AND SETTING FORTH A POLICY PERMITTING EXPENDITURES APPLICABLE FOR REIMBURSEMENT” WHEREAS, The Selective Traffic Enforcement Program (STEP) focuses on increased enforcement in all traffic safety laws, emphasizing occupant protection, impaired driving, speeding, and distracted driving and, thereby, designed to reduce traffic accidents, injuries, and fatalities; and WHEREAS, the Logan County Sheriff’s Office has been approved for up to $70,000.00 in reimbursements for increased law enforcement presence within Logan County, Arkansas; and WHEREAS, this ordinance is to create a grant fund for the receipt of reimbursement funds received under the grant; to authorize expenditures from the Logan County Sheriff Fund; and allow reimbursement funds to be deposited into the grant fund created and authorize a transfer back into the originating fund from which the expenditure was made. NOW THEREFORE BE IT ORDAINED: Section 1: The Logan County Quorum Court hereby creates Fund 3576, STEP Grant Fund for the receipt of all STEP grant reimbursed funds. The Quorum Court further authorizes the transfer of those funds back into the originating fund from which the expenditure was made. Section 2: The Quorum Court hereby authorizes the expenditures from Fund 1000-0400 County Sheriff Fund and any sub-fund therein for the purpose of complying with the terms and conditions of the STEP program. Section 3: The program authorizes reimbursements at a rate of 1.5 times the normal hourly rate for participating law enforcement officers. All overtime worked by deputies who are working under the provisions of the STEP Grant or other subsidized programs shall receive pay at the rate of one and one half times the normal hourly rate, or in accordance with the terms and conditions of such grant or subsidized program. Any overtime worked by participating law enforcement officers shall be exclusively under the STEP Grant program and, only for participating in the STEP program, does the Quorum Court allow for an exception any previously approved policy regarding overtime. Section 4: Overtime pay with regards to Grants/Federal Program reimbursements (i.e. STEP grants, Corp grants, US Marshall) will be paid regardless of how many regular hours are worked during the current pay week and regardless of whether benefits hours (sick, vacation) are used during the current pay week. Section 5: The Logan County Sheriff is hereby directed to submit any participating hours worked under the STEP grant program separate and apart from regular hours and submit the same to the Logan County Clerk. Logan County elected officials and any employee thereof shall prepare any necessary documentation to effectuate the expenditure or transfers described herein. RESOLUTION NO. 2026-02 “A RESOLUTION RECOGNIZING PUBLIC SAFETY TELECOMMUNICATIONS AS FIRST RESPONDERS IN LOGAN COUNTY, ARKANSAS; AND TO SUPPORT THEIR DESIGNATION AS FIRST RESPONDERS AT THE STATE AND FEDERAL LEVELS OF GOVERNMENT” WHEREAS, Public Safety Telecommunicators serve 24 hours a day, seven (7) days a week, just the same as firefighters, law enforcement officers, and emergency medical services personnel; and WHEREAS, Public Safety Telecommunicators make the same sacrifices in their personal lives as firefighters, law enforcement officers, and emergency medical services personnel by leaving their families, friends, and the safety of their homes to handle the emergency 911 calls that save the lives, protect the property, and ensure the safety of our community during emergency events; and WHEREAS, Public Safety Telecommunicators are trained in emergency medical dispatch, qualifying them to offer a variety of lifesaving instructions, including CPR, bleeding control, and choking over the telephone until EMS arrives on the scene; and WHEREAS, Public Safety Telecommunicators heroically answer 911 emergency calls around-the-clock whereby they give medical guidance, instruct callers on staying safe in difficult situation, and help callers to safety during disasters, all while promptly dispatching field units to said emergency situations for the callers; and WHEREAS, Public Safety Telecommunicators must handle the stress of answering thousands of calls annually, being the voice on the other end of the call as citizens experience the worst days of their lives, all while keeping their fellow emergency responders in the field safe.
