Black Oversees First Council Meeting

The Mansfield City Council met on Thursday evening, January 24, at 7 p.m. This was the first meeting being conducted by newly elected Mayor Buddy Black.

Aldermen present included newcomer Julie Thomas, Beverly Lyons, Sheri Hopkins and Rick McDaniel. Dave Johnson and Jan Carlton were absent with cause.

Police Chief Boyd Farmer gave his report, which included information regarding the recent fraudulent checks on the city. “A warrant has been issued for a white female out of Wister, Oklahoma and we have identified a male subject.”

Farmer also informed the council that Corporal Tom Garrison had hit a deer, which caused damage to the fender of his pickup truck. Farmer is awaiting an estimate from Ducks Body Shop on the repair costs.

Next, Fire Chief Stephen Haysmer gave his report. Haysmer informed the council that most of their calls were medical. Additionally, that four members of the department were scheduled to attend training this weekend at Midland. “We need them trained and for them to be attending the meetings,” commented Black. Haysmer agreed stating,I can’t have guys not trained going on calls with guys who have their training, someone is going to get hurt.”

Haysmer addressed the council about the fire departments need for new pagers. After some discussion, the council decided not to take immediate action, rather, tabling the motion until the passing of the 2019 budget.

Recorder/Treasurer Becky Walker gave a report on the Dixie Theater. Walker informed the council of the formation of the committee, and commended Shelby Allen, the city’s grant writer, for all her assistance with the restoration project. Allen commented that, “We’ve got a lot of people working on this and we want to make this as inclusive as possible and maintain the dignity of the city.” Walker and members of the committee are working to get the Dixie Theater recognized as a venue.

Additionally, Allen commented that she is searching for a grant to help fund a new roof to go on the police department, which is leaking. Allen said there are rural grants available to help fund the project.

Walker also updated the council on the issue of the fraudulent checks. She read a statement from the Municipal League, who is conducting the investigation. -See related story. “It’s going to be an ongoing thing,” said Walker. Adding that, “officer Sean White has done an excellent job with the investigation.”

After discussing items of old business, the council moved on to new business which included the new budget for 2019. Resolution 2019-2, the 2019 budget, and resolution 2019-3, which established procedural rules for the city council, passed unanimously.

Black informed the council that Landmark Engineering will be auditing the waste water facility to see what would be needed to accept liquid waste from the Mansfield Juvenile Treatment Center.

McDaniel made the motion to reverse the action previously taken by the council to formerly return all mayoral duties back to the mayor. That motion passed unanimously.

In announcements, Black commented that the rural fire dues, in the amount of $40, can be paid at city hall and that dog tags should also be purchased at city hall for $2.50.

With no further items of business, the meeting was adjourned.

Waldron Chamber of Commerce Meets

The Waldron Chamber of Commerce met on Thursday, January 24. This was the first meeting of the new year and those in attendance were full of excitement and ideas.

Chamber of Commerce President Paige Cupit said, “I see amazing things ahead for this year, community events and fellowship, great things for the kids happening and businesses coming together. We hope to see so many more at our next business meeting.”

The next business meeting for the Chamber of Commerce will be held at the Charbroiler in Waldron on Thursday, April 25, at noon. Anyone interested in the Chamber of Commerce is welcome to attend.

Waldron Mayor Excited about Future

Waldron Mayor David Millard took office one month ago, and is settling in well. He admits the first few days were somewhat overwhelming, but is very excited about the future of the city.

One of his first orders of business was to meet with each department head. He laid out his expectations of them, and in turn asked what they expected of him. “I set up weekly meetings with them. Every Monday they can come in, vent and tell me about any problems and I am glad to listen.” He added that he always welcomes them to come in and visit one on one if needed. “I always have an open door.”

His expectations are, if something needs to be done, that it gets done. “I understand things come up, and if it cant be done right that minute, I expect that it will be done as soon as possible…I feel like I am pretty easy to work for.”

Following the meeting with department heads, Millard met with all the city employees and again spoke about what he expected of them.

The leadership role isn’t new for Millard as he served many years as Police Chief. He’s well versed in delegating jobs and depending on department leaders. “I won’t be calling people to do disciplining, I expect the department heads to do their job and I will stand behind them.”

Millard has had a positive start, and good input from the city. He came into office at an ideal time with staff and employees. He is adamant about showing appreciation to those employees, too. “I tell my people often I appreciate them, some of them get a hug and an I love you.”

Millard begins each day at city hall with prayer. He prays for the city and its prosperity. “My heart is with Waldron,” Millard concluded.

City of Lavaca Seeks to Fill Vacant Council Seat

The Lavaca City Council met for a regular monthly meeting Monday, Jan 14, at City Hall in Lavaca.

Board members present were Mayor Hugh Hardgrave; Aldermen: Mike Ray, Rick Edgerton, Dale Teague, Lorie Robertson, Benny Hunter, attorney John Verkamp, and Recorder Shelly Hockaday.

Jeff Price was absent. Visitors present were Butch Maness, Nola Hunter, Rusty Wilson, Gerald Schaefer, Ken VanDusen, and Steve Helms. The meeting was called to order at 7 p.m. Steve Helms led the Pledge of Allegiance and Mayor Hugh Hardgrave led the prayer.

Following the approval of the December meeting minutes, the council members reviewed the report from the police department. The department answered 422 calls in December. Additionally, 16 traffic tickets, six criminal tickets, 21 warnings, three city ordinance tickets, and two city ordinance warnings were issued. There were eight arrests made in the month of December.

Council members reviewed the report from the fire department. The department responded to 28 first responder calls, three fire calls, and one accident.

After much discussion, a motion was passed to add a $50 administrative fee to any sanitation charges and a $100 administrative fee to any property clean ups that have to be certified with the County for collection. These fees will help offset the expense incurred by the City during the process.

The council voted to accept the resignation of Jeff Price ward 2 position 1 creating a vacant seat. His resignation leaves a vacancy on the council that the city is currently seeking to fill.

If you live in ward 2 and are interested in serving on the council, you’re invited to attend the study session on Thursday, February 7, at 6:30 p.m. and/or the city council meeting on Monday, February 11, 2019, 7 p.m. and make your interest known. The council will select someone to fill the position at the February 11 meeting.

Easy Homemade Chicken Noodle Soup

With the cold weather and flu season going around, this is typically the time of year most of us stock up on Vick’s Vapor Rub, Sprite, and cans of chicken noodle soup because that’s what our Mommas taught us to do. However, when it snows, its seems I can’t help but to make a big pot of Homemade Chicken Noodle Soup even if I’m not under the weather. It’s been the tradition. If there is snow on the ground, then there is Chicken Noodle Soup on the stove. Usually, while my kids play in the snow, I’m busy cooking in the kitchen. When they come in shivering and ready to unthaw, I have a bowl of chicken noodle soup with a side of cheese toast to warm their tummies. Look below for my recipe!

Ingredients:

  • 4 Large Chicken Breasts (Boiled, Deboned, and Shredded)
  • 48 oz Box of Chicken Broth
  • 1 16 oz Bag of Extra-Wide Egg Noodles
  • 2 Cans of Sliced Carrots
  • 2 Chicken Flavored Bullion Cubes
  • 2 tablespoons of Poultry Seasoning
  • 2 teaspoons of Cavender’s All Purpose Greek Seasoning
  • 2 teaspoons of Garlic Salt
  • 3 tablespoons of Butter or Margarine

Directions:

Clean and rinse chicken breasts. In a large pot, submerse chicken breasts in water. Boil chicken on high until completely cooked. This takes about 45 minutes to fully cook the chicken. Debone and shred chicken into small chunks of meat.

In another pot, place noodles on to boil according to directions on the package. Once the noodles are finished cooking, drain excess water off of the noodles. Before returning noodles to the pot, add the 48 oz box of Chicken Broth and two cups of chicken broth from the water the chicken was boiled in. Next, add the bullion cubes and stir on medium low heat until they are dissolved into the broth. Now, add the noodles to the pot and chunks of chicken.

Stir noodles and chicken. Add all spices and stir once more. Now, add the carrots and mix well within the soup. Last, add the butter stirring lightly until melted within the soup. Place soup on low and cover. Simmer soup for an hour to let spices soak into the soup. Stir occasionally during that hour to prevent sticking. Then, enjoy with cheese toast!

Deadlines Announced for May School Elections

The Scott County Board of Elections, and the office of the Sebastian County Clerk have announced the deadline on filing for the May school elections.

SCOTT COUNTY

The 2019 Annual School Election will be held on May 21. The deadline to register to vote is April 22.

30 DAYS PRIOR TO THE ANNUAL SCHOOL ELECTION FILING DEADLINE

First day for candidates filing by petition to circulate petitions for Annual School Election. Clerk shall not count as valid any signature dated more than thirty (30) days before the filing deadline (February 20, 2019).

Petition must contain at least twenty (20) registered voters who are residents of the school district and, if applicable, the electoral zone for the position. Ark. Code § 6-14-111(d-f)

Fill a mason jar half way with Apple Cider Vinegar.  Poke holes in the lid.  Place the jar near your kitchen sink. The gnats will fly in the jar through the holes, but they are unable to fly out!  They will be trapped inside your jar.

Does your car have a smoker’s smell or a horrible smell you can’t get rid of?
Place unused coffee grounds in a vented sealed container. Now, place the container under the car seat.  The coffee will absorb the smell!

In a hurry and burnt your batch of cookies for the church dinner or bake sale? 

Save the cookies!  Take a cheese grater and grade off the back of the cookies that is burnt to hide the evidence! Or, if you have time to make a new batch, take the burnt batch and crumble and store in a Ziplock bag in the fridge for ice cream toppings for later!

Christmas

Stressed out because you must buy for too many people on a small budget and you always spend over the amount you had originally planned?

Plan and decide how much you want to spend on each person on your Christmas list.  Place the amount of cash for each person in an envelope labeled with their name.  Now, shop for only that amount.  Once the person has no money left in their envelope, you are done shopping for that person! Plus, you have an envelope labeled with their name to store the receipts of the purchases you made for them incase an exchange is needed. 

Kids

Does your kid hate ice packs but have a bump on their head or knee?
Try placing large marshmallows in a Ziplock bag and freezing.  It makes a great ouchie pack that is soft and not too cold to place on the area that’s been injured!

Beauty Hacks

Does your eyeshadow always break, and you throw it out?
Don’t throw it away again! Instead, make it into lip gloss.  Take the broken eyeshadow or even your blush, crush into a fine powder, and add petroleum jelly to make a paste for lip gloss!

Anxiety

Are you nervous about your day or have a big speech to deliver?
Try an early morning workout before your big day to boost your endorphins.  This will help alleviate your anxiety!

Mix 2 tablespoons of fabric softener and some water in a small spray bottle. This makes a perfect Doll Detangler to comb out those crazy knots!

Sprinkle some baby powder or any type of body powder on the crown of your head and lightly toss your hair, and you are good to go!

Cleaning

Do you have a dirty toilet with lots of stains?
Before bed, place one to two packages of Lemonade Kool-Aid in the toilet.  Give it a light scrub and let the lemonade set inside the water over night without flushing.  The toilet will be squeaky clean the next morning!

Pesky Pests

Did you get stung by a red wasp or a bee?
Immediately rinse your sting with bleach and then cover the sting with butter.  Next, wrap your sting up in a band aid or gauze. Be careful if the sting is around the ears, eyes or mouth.  We do not recommend rinsing with bleach in those areas as it could cause more harm than the sting!  If the area stung is unable to be rinsed with bleach due to the location, we still recommend covering with butter or margarine to help elevate the heat and the burning sensation of the sting.

Use toothpaste to clean your car head lights.

Want to keep your cookies fresh and gooey?
Place a slice of bread in with your cookies to keep them soft while they are stored in your air tight container.

Beauty Hacks:

Did your mascara run out and you are late for work?
Try adding 4 to 5 drops of saline solution or eye drops to the mascara bottle.  Then insert the wand and stir and you are back in business!  You can repeat this two to three times because mascara typically dries out before half of it is actually used.

Did the Stomach Bug hit your house?

An old wives tell says to prevent the spreading to everyone in the house, drink 8oz of 100% grape juice three times daily.

Do you need to give a speech or sing a song in front of a crowd and have a scratchy throat or dry mouth?
Before entertaining, eat a small snack size bag of plain Lay’s potato chips to coat your throat.  The grease from the chips will help coat the throat for smooth talking and singing. 

Chilly Temperatures Makes For Great Yummy Soup Weather

Whenever it is cold outside, I have a few comfort foods that I love to cook.  One being tortilla soup.  This is one of our family favorites that we love to indulge in during wintery weather.  Years ago, I use to travel to Mexico for mission trips twice a year.  One time, while I was there, I went to a local restaurant and ordered Tortilla Soup.  It was delicious!  I was determined to find the recipe once I returned to the United States.   I have looked over several recipes and finally mastered one of my own.  It took much combining and taste testing until I finally managed to create a recipe that is my own and I love!

So, if you are looking for a way to keep those taste buds warm and your belly full, try this recipe for a large pot of Tortilla Soup!

Ingredients:                

  • 2 Cans of Chicken Broth
  • 1 Can of Cream of Chicken Soup
  • 1 Can of Tomato Soup
  • 1 Can of Original Rotel
  • 1 Can of Mexican Rotel (If you can’t find the “Mexican” Rotel, then you can just use two cans of original.)
  • 1 Small Can of Green Chilies
  • 4 Large Chicken Breasts (Boiled, Shredded, and Deboned)
  • 2 Tablespoons of Minced Garlic
  • 2 Tablespoons of Minced Onion
  • A Dash of Garlic Salt

Toppings for Tortilla Soup:

  • Tortilla Chips
  • Shredded Cheese
  • Jalapenos (Optional)
  • Avocado (Optional)
  • Sour Cream (Optional)

Directions:

Rinse and clean chicken.  Submerse chicken in water in a large pot. Then, boil chicken in water on high for an hour or completely done.  Remove fully cooked chicken from the pot and debone.  Now, use another large pot and add shredded chicken and 2 cups of the broth from the pot the chicken was cooked in.  Next, add all other can ingredients and spices.  Stir each one in slowly.  Bring your soup now to a rolling boil with constant stirring.  Boil for two to three minutes while stirring.  Then, bring heat back down to low, cover and simmer the soup for 10 to 30 minutes.  The longer it can sit and simmer, the better the flavor.  However, if you are in a hurry, at least simmer for 10 minutes before eating.  While simmering, make sure to stir occasionally to prevent sticking.

Some recipes for Tortilla Soup call for black beans, red kidney beans, or rice added to the soup.  This might be an option for you, but we do not add them into ours.

Once your soup is ready to eat, place tortilla chips in your soup bowl. Then, add your soup on top. Last, sprinkle with cheese as well as any other toppings you would like! Enjoy!
